National Park Champions Recognised in New Year’s Honours List

The Bannau Brycheiniog National Park Authority is proud to celebrate the achievements of three remarkable individuals recognised in the New Year’s Honours List for their exceptional contributions to the National Park and its communities.

Francesca Bell, Community Development Officer, has been awarded a British Empire Medal (BEM) for her dedication to inclusivity and equality. Over the past decade, Fran has championed engagement across all sections of the community, helping minority and hard-to-reach groups access and enjoy the National Park. Her initiatives, including developing disabled changing facilities at the National Park Visitor Centre and securing an all-terrain rider, have made the Park more inclusive and accessible for everyone.

Fran said: “I am surprised and honoured to be nominated and given this award. However, I am just one of many National Park staff and volunteers who do their very best for local communities, visitors, and our precious environment. I am very grateful to be part of this team.”

Judith Harvey, who has been with the Bannau Brycheiniog National Park since 1995, has also been awarded a British Empire Medal (BEM) for her remarkable service. Beginning her career as one of the UK’s first female wardens at Dartmoor National Park, Judith has brought unwavering passion and leadership to Y Bannau. Her work has focused on ensuring the National Park is a welcoming, accessible, and safe space for all to enjoy while supporting landowners, communities, and the warden team in managing and restoring the natural landscape. Her dedication has had a lasting impact on both the environment and the wellbeing of those who live in, work in, and visit the Park.

Judith commented: “I am a strong believer in National Parks and what they stand for—both access and nature conservation. It is a privilege to contribute to their future.”

Cllr Gareth Ratcliffe, Deputy Chair of the National Park Authority, has been awarded an MBE for his exemplary leadership during a pivotal period. Gareth’s efforts to modernise the National Park as a Welsh institution of international significance have left a lasting legacy. In his local community of Hay, Gareth is widely admired for his hands-on approach, tackling everything from governance issues to litter picks and local football diplomacy.
Gareth said “I am deeply humbled and honoured to have been awarded an MBE in this year’s New Year’s Honours. It came as a complete surprise, and I am truly grateful to be recognised in this way.”

Their passion, dedication, and hard work are truly inspirational, making a profound difference to our National Park and its communities. These honours celebrate their unique contributions and the values we hold dear at Bannau Brycheiniog.”
